Having more than 20 years of professional experience, Andrés has significant knowledge and experience in both the public and private sectors. In recent years, he has focused on providing legal consulting services to large oil and mining companies operating in Ecuador. In Oil & Gas, he has provided specialized support at all levels of the crude production and distribution chain (exploration-exploitation, transportation, distribution and sale).
In addition to advising on clients’ standard operations, his practice extends to tailoring strategies for the progressive development of investments and for dispute and conflict resolution. He has vast experience in public service in Ecuador – for seven years, Andrés held the positions of Secretary of Hydrocarbons and Legal Manager of Petroamazonas EP (the main public oil & gas exploration and exploitation company in Ecuador), and was also a negotiator for the Ecuadorian State in oil and mining contracts, among other activities and consulting provided for the Ministry of Non-Renewable Natural Resources.
As a public servant, he worked on the creation and consolidation of Petroamazonas EP, promoting pioneering legal reforms in Oil & Gas and Mining. When he was the Secretary of Oil & Gas, he participated in the renegotiation of more than 18 oil contracts in 2010 and 2011, and signed the first large-scale mining contract in the country. He designed contractual models for developing mature fields, created socio-environmental projects, led public inquiries and social participation efforts in indigenous territories and mega-diverse areas of the Amazon, and promoted investments in different jurisdictions.
In the private sector, Andrés worked for Dispetrol S.A. for several years as Legal Director and Executive Vice President, assuming legal and commercial management roles in the company.
