Bolívar advises local and international clients in the economic and industrial sector, both on tax structuring, design and planning as well as on sponsoring administrative processes and tax litigation. He handles due diligence processes, preventive analysis and strategic tax consulting, and develops efficient tax structures in complex mergers and acquisitions transactions.
Previously, Bolivar was a government advisor in processes of formulating and implementing public policy and regulations in the Government of Ecuador (2021-2022). He collaborated on the Strategic Committee for Investment Promotion and Attraction (CEPAI), the Tax Policy Committee, the National Civil Aviation Council and Port Authorities of the country, among others. He also participated in high-profile foreign investment projects in Ecuador, as well as in the development of important industries and export sectors.
Between 2011 and 2014, Bolivar worked for the Internal Revenue Service (SRI) where he participated in the development of general regulations and draft laws and regulations, as well as in the negotiation of tax treaties to avoid double taxation and tax information exchange agreements in the Tax Regulation Department. His experience in the Tax Administration included litigation of SRI processes, and he was the legal manager of a Zone Office.
