Through Resolution No. MDEP-MDEP-2026-0020-R, issued on August 19, 2026 and published on September 4, 2026 in the Third Supplement to Official Gazette No. 362, the Ministry of Economic and Productive Development repealed Resolution No. MPCEIP-MPCEIP-2025-0079-R, which had established a pre-shipment surveillance measure for imports of certain iron and steel products.

The decision was adopted in compliance with Resolution No. 2599 of the General Secretariat of the Andean Community, which classified that measure as a restriction on Andean subregional trade and gave Ecuador a deadline to withdraw it.

The 2025 Resolution had established pre-shipment surveillance for consumption imports of 32 iron and steel tariff subheadings for a period of 12 months, under which importers were required to obtain a Surveillance Document before shipment and submit it as a supporting document to the Customs Declaration.

Filings that had already obtained a surveillance document before the new resolution took effect may complete their nationalization process under the previously established rules; however, anything shipped as of September 4, 2026 no longer requires the surveillance document.
