Reduction of the ISD rate for certain imports as of January 2026
Through Executive Decree No. 272, published in the Third Supplement to Official Gazette No. 195 dated December 31, 2025, the National Government amended the rate of the Foreign Currency Outflow Tax (ISD) applicable to payments related to the importation of certain goods intended for the productive sector, reducing it from 5% to 2.5%. Likewise, as of January 2026, payments for imports of certain goods within the pharmaceutical sector will be subject to a 0% ISD rate.
The lists of goods whose related payments may benefit from these reduced rates will be determined by the competent authority for production, trade and investments through a ministerial agreement, which, as of this date, is pending publication in the Official Gazette.

This ISD rate reduction will be subject to quarterly and semiannual reporting and monitoring. Based on such reports, if the fiscal expenditure cap set by the Ministry of Economy and Finance is exceeded, changes could be made to the rates or to the list of eligible goods/tariff subheadings.
