Regulatory Reform on Technological Free Zones
The Government of Ecuador, through Executive Decree 387, issued on May 18, 2026, reforms the Regulations of the Organic Law on Economic Efficiency and Employment Generation, with the objective of strengthening free zones, promoting the development and export of technological services.
Main aspects of the reform:
Promotion of Technological Free Zones: The concept of industrial free zones for technological services is incorporated, intended for activities such as: data processing and management, telecommunications, scientific and technological research.
Expanded definition of technological activities: prioritizes areas such as: artificial intelligence, software development, nanotechnology, cybersecurity, biotechnology, and video games.
Employment generation obligation: Projects without the generation of jobs will not be approved.
Labor flexibility: Incorporates teleworking schemes with a mandatory minimum in-person attendance of (51%) per month, facilitating the export of digital talent.
Customs facilities: Allows the entry and withdrawal of computer equipment and digital tools under simplified control systems.
